“With today’s action and every action to come, the Trump administration will fight for America’s students.” – President Donald J. Trump

TAKING HISTORIC ACTION: President Donald J. Trump is ensuring that all students are safe to learn and achieve without facing sexual harassment and sexual assault in our Nation’s schools.

* Today, the Department of Education is issuing a final regulation to strengthen Title IX protections for survivors of sexual misconduct and fight sex misconduct in schools.

* For the first time in history, the new regulation will codify that sexual harassment, including sexual assault, dating violence, domestic violence, and stalking, is prohibited under Title IX.

* This new regulation will hold schools accountable for failures to respond equitably and promptly to incidents of sexual misconduct.

+ The action also empowers survivors to make decisions about how a school responds to incidents of sexual harassment.

* This rulemaking follows years of wide-ranging research, careful deliberation, and careful input from stakeholders — including survivors— and over 124,000 public comments.

ENSURING EVEN-HANDED JUSTICE: The President’s new rules will also ensure that schools can no longer inflict longstanding harm against students before providing basic, fair procedures.

* Today’s final regulation will also provide due process protections to students facing accusations of sexual misconduct.

+ Bureaucracy created in our Nation’s institutions of higher education have often stacked the deck against the accused, failing to offer protections such as a presumption of innocence or adequate ability to rebut allegations.

* The regulation prescribes a transparent grievance process that treats the accused as innocent until proven guilty, requires the school to state a standard of evidence, and requires the school to provide a written decision and rationale.

* Recognizing that colleges often fail to provide due process, Federal courts reviewing campus adjudications have stepped in to issue more than 100 decisions favorable to the accused.

* Today’s protections will legitimize the process and support survivors, including by ensuring that final findings of responsibility are credible.

MAKING OUR SCHOOLS SAFER: The Trump Administration is working every day to protect America’s students and survivors of sexual misconduct.

* Under the President’s leadership, the Department of Education has aggressively worked to hold schools accountable for sexual harassment in their education programs and activities.

+ Already, the Trump Administration has required sweeping reforms at educational institutions, including Michigan State University, Pennsylvania State University, the University of Southern California, and Chicago Public Schools.

* The Department of Education has led implementation of Every Student Succeeds Act rules that prohibit elementary and secondary school district administrators from shifting from one school to another employees who sexually abuse students.

* Over the last three years, the Department of Education’s Office for Civil Rights has closed a total of 172 sexual violence cases with change, a 375 percent increase over the prior 8 years.

There was even a “Disobedience Award” put together by the M.I.T. Media Lab, spearheaded by Joi Ito, the Lab’s former Director, and LInkedIn founder, Reid Hoffman. My daughter went to the hospital with some stomach problems and have to give a stool sample which she dropped off later when it was quiet. Russian billionaire Dmitry Bosov, whose core asset was a major coal company, was found dead Wednesday in an apparent suicide near his home in the Moscow region, local officials say. He was 52 years old.

A spokeswoman for Russia’s Investigative Committee told the Interfax news agency that relatives found Bosov with a gunshot wound to the head near his home in the town of Usovo.

A law enforcement source told the TASS news agency that investigators believe Bosov had committed suicide. A Glock 19 Gen 4 pistol was found near his body, according to Interfax.

Other details were not immediately known.

Bosov’s net worth was estimated to be $1.1 billion at the time of his death, according to Forbes magazine. His core assets were VostokCoal and the Sibanthracite Group, which unites several coal produces in Siberia. He and a partner also co-founded a company called Blackspace in 2015

Los Alamos Nat’l Lab report shows dominant COVID-19 strain can reinfect survivors

A team led by New Mexico scientists says the strain of COVID-19 we are dealing with now, is much more contagious than the original version that arose in China. It can even infect someone again once they have recovered.

A new study spearheaded by Los Alamos National Labs shows the virus mutated and became stronger when it reached Europe in February. It spread to the U.S. from there, becoming the dominant strain worldwide. On top of the potential to reinfect, the newer strain also spread faster and creates more of a virus in the body.

According to the report, research on vaccines and treatments so far has been largely based on the genetic sequences of earlier strains and might no longer apply. The report does not indicate that the new strain is any more deadly with hospitalization rates remaining about the same.

The report 33-page report was published on bioRxiv, which is a website that researchers use to share their work before it is peer-reviewed. The Los Angeles Times recently cited the study, stating that the report was published in an effort to expedite collaborations with scientists who are in the process of working on vaccines and treatments for COVID-19.

The FDA approved the emergency use of remdesivir last week to treat the virus. Remdesivir is an anti-viral drug that is being used to treat patients with COVID-19.

Scientists say that a vaccine for the virus is most likely a year or more away.

Grenell Gives Schiff Ultimatum: 'Release Secret Russiagate Transcripts Or I Will'

Acting Director of National Security Richard Grenell has given Rep. Adam Schiff (D-CA) an ultimatum; release 53 the transcripts from 53 secret interviews conducted by the House Intelligence Committee's Trump-Russia investigation, or Grenell will do it through the Office of the Director of National Intelligence, according to the Washington Examiner.

In a letter to Schiff, Grenell noted that the transcripts of all 53 interviews - consisting of more than 6,000 pages, have been cleared for public release.

"All of the transcripts, with our required redactions, can be released to the public without any concerns of disclosing classified material," wrote Grenell in the May 4 letter.

The Intel Committee did the first probe into Russia's 2016 campaign interference and allegations of Trump-Russia collusion. Even today, its findings make up most of what we know about the affair. As part of that investigation it was run by then-majority Republicans the committee interviewed some key witnesses in the Trump-Russia matter: Donald Trump Jr., Steve Bannon, Andrew McCabe, Sally Yates, Michael Cohen, Hope Hicks, and many more. -Washington Examiner

The decision to make the transcripts public was reached in September 2018, when the House was still controlled by the GOP, with the caveat that they would need to be first checked by the Intelligence Community for classified information.

Two weeks ago, the Wall Street Journal reported that the Intelligence Community had finished reviewing 43 of the transcripts, but that Schiff was sitting on them - and had prevented declassification of the remaining ten transcripts.

In fact, Grenell reveals in his letter that Schiff has been sitting on the 43 transcripts since June 2019. With the remaining 10 cleared, Grenell wrote:

"I urge you to honor your previous public statements, and your committee's unanimous vote on this matter, to release all 53 cleared transcripts to Members of Congress and the American public as soon as possible," adding "I am also willing to release the transcripts directly from the Office of the Director of National Intelligence, as to ensure we comply with the unanimous and bipartisan vote to release the transcripts."

U.S. tells WTO 'no valid basis' for EU tariffs in Boeing-Airbus subsidy fight

The United States told the World Trade Organization on Wednesday it has fully complied with WTO findings that Washington state’s now-repealed tax breaks for Boeing (BA.N) were illegal and there was “no valid basis” for the European Union to retaliate against U.S. goods. The formal submission to the WTO aims to neutralize the EU’s demand for retaliatory demands for some $10 billion annual retaliatory tariffs in a long-running Boeing-Airbus (AIR.PA) subsidy dispute, the U.S. Trade Representative’s office said.

The WTO last year granted Boeing the ability to levy tariffs on $7.5 billion worth of EU goods, including aircraft, wines and cheeses, due to Airbus subsidies deemed illegal. USTR raised tariffs on Airbus planes to 15% from 10% on March 17, but many airlines are delaying deliveries as the coronavirus pandemic has halted most travel.

Washington state’s legislature in March repealed the preferential aerospace tax break first introduced 16 years ago, which saved Boeing some $118 million in 2018 based on published jetliner revenues. “With Washington State’s repeal of this relatively minor tax reduction, the United States has fully implemented the WTO’s recommendation, ending this dispute,” U.S. Trade Representative Robert Lighthizer said in a statement. “This step ensures that there is no valid basis for the EU to retaliate against any U.S. goods.”

The WTO is widely expected to issue a decision on the EU retaliation demands in June. Meanwhile EU officials have emphasized their desire to negotiate an end to the dispute, which dates back to 2004. An Airbus spokesman could not be immediately reached for comment on the USTR notification.

Boeing last week declined to seek aid from the U.S. government $17 billion coronavirus relief fund for aerospace and other national security-linked firms after it raised $25 billion in a corporate bond offering.

USTR launched formal negotiations with Britain on Tuesday for a post-Brexit free trade agreement between the transatlantic allies.

The story involves China and the senior U.S. senator from California, and former chair of the Senate Select Committee on Intelligence, Democrat Dianne Feinstein. It was buried eight paragraphs into a recent Politico exposé on foreign efforts to infiltrate Silicon Valley, as a passing example of political espionage:

Former intelligence officials…[said] Chinese intelligence once recruited a staff member at a California office of U.S. Senator Dianne Feinstein, and the source reported back to China about local politics. (A spokesperson for Feinstein said the office doesn’t comment on personnel matters or investigations, but noted that no Feinstein staffer in California has ever had a security clearance.)

Later comes additional detail

According to four former intelligence officials, in the 2000s, a staffer in Senator Dianne Feinstein’s San Francisco field office was reporting back to the MSS [China’s Ministry of State Security, its intelligence and security apparatus]. While this person, who was a liaison to the local Chinese community, was fired, charges were never filed against him. (One former official reasoned this was because the staffer was providing political intelligence and not classified information—making prosecution far more difficult.) The suspected informant was ‘run’ by officials based at China’s San Francisco Consulate, said another former intelligence official. The spy’s handler ‘probably got an award back in China’ for his work, noted this former official, dryly.

This anecdote provides significantly more questions than answers. For starters: Who was the spy? For how long was the spy under surveillance? What information about “local politics” was the spy passing back to China? Just how close was the spy to the senator? Did law enforcement officials sweep vehicles and other areas for listening devices? Was there an investigation into whether others in the senator’s circle may have been coordinating with Beijing?

Did the senator expose herself to potential blackmail, or the public to danger through leakage of sensitive, highly classified information? Is firing really the proper punishment for providing political intelligence to a foreign power?

Obama’s letter claims the senators’ inquiry is an effort “to shift the blame for Russian interference in the 2016 election to Ukraine.”

It had Hao Gu's name in it for receiving an "Outstanding School Contribution Award" at the Chinese School of Pittsburgh. That means Hao Gu worked there as far back as 2014. Now his name is removed from the website, but the cached version shows his name still there up to April 21, 2020. Pic3

CBS has denied claims that it “staged” a long line at a Covid-19 test center in Michigan and blamed the facility for adding “at least one” person to the line itself. The network was accused of faking the moment by Project Veritas.

CBS News President Susan Zirinsky said in a statement that the news crew "did not stage anything" at the Cherry Medical Center in Grand Rapids, Michigan and "any suggestion to the contrary is 100% false."

Project Veritas’s James O’Keefe claimed on Wednesday that CBS News This Morning asked medical personnel at the center to line up in their cars to make the testing line outside appear longer.

In a video posted to PV's social media, an "insider" at the medical center confirmed "a hundred percent, absolutely" that the network staged the line for the Friday May 1 report. A corporate cleaning site supervisor also said that the crew "wanted more people in the line because they knew it was scheduled."

A nurse at the center, recorded on hidden camera, said that staff had “no clue that we were going to have to, like, do fake patients.” Another nurse, also recorded on hidden camera, said there were a couple of real patients in the line, too, “which made it worse.”

“The insider told us that medical personnel were taken away from treating patients and making the line longer for actual patients waiting for the COVID-19 test,” O’Keefe claimed.

CBS said it reached out to the facility when it was made aware of the allegations and were told that in fact a chief officer made the decision to add to the real line.

“[The center] informed us for the first time that one of their chief officers told at least one staffer to get in the testing line along with real patients,” the network said, adding that “no one from CBS News had any knowledge of this before tonight.”

PM Johnson says UK hopes to EASE some lockdown measures on Monday

Boris Johnson has revealed that some of the UK’s Covid-19 restrictions could be rolled back on Monday. However, the prime minister warned that it would be an “economic disaster” if relaxing the rules sparked a spike in cases.

Facing off against new Labour Party Leader Keir Starmer at Prime Minister’s Questions for the first time on Wednesday, Johnson said that he wants some lockdown easing measures to come into force from Monday.

Johnson, who endured a lengthy spell in intensive care after contracting the coronavirus, said that he will address the nation on Sunday to outline the changes.

“The reason for that is very simple. We have to be sure that the data is going to support our ability to do this,” he explained. “We will want, if we possibly can, to get going with some of these measures on Monday.”

The prime minister added that parliament will then be updated on the plans on Monday. This timing prompted House of Commons Speaker Sir Lindsay Hoyle to remark that in the future he hopes that the house will be updated first.

In response to a question from Ian Blackford of the Scottish National Party, Johnson warned it would be an “economic disaster” to relax the lockdown in a way which triggered a second wave of Covid-19 cases.

Johnson’s remarks come after the UK’s Covid-19 death toll moved ahead of Italy’s to make it the European country which has been hardest-hit by the virus.
